yes, im sure i have substituted m94a controllers with m97 in the past.at worst you may have to reload the baseware ŕ
If they are M96 version of robot, then it could work. M94A robots are physically different and I don't think the S4C software has the configuration files for them.

We have two IRB 640 M97 palletizer robots with S4C controllers. We have found two additional robots IRB 640 M2000 without controllers. Will the S4C controllers work with the newer M2000 robots?

The M2000 refers to the generation of controller. M2000 is S4C+. As long as the robot's kinematic model is the same, it should, barring different connectors.
The M98 and M2000 IRB640 Product manuals have the exact same parts list. As mentioned by Lemster68, if the base connections are the same, I believe they are the same arms.

Some robots can be used with S4 or S4C without any modifications, some others needs modifications.
For blockhead :
IRB640 S4C and S4C+ are the same. As Skooter said, spares parts in ABB manual are the same, cable units and motors are the same. It will fit without any problem.
There are many subtilities in robots, depending on the Mxx controler model. Be careful and don't jump on what looks like to be a good deal to upgrade controler with a more recent one
