This is a probaly a very general message that always comes up if there is no specific error handling and HMI crashes. There might be some log files that could be analysed by kuka developers and not us. I suspect your installation is corrupt. Please as in our previous installation. This happened after you did what. Complete history please!
Recomendation: reinstall KSS.

Omid, you probably have corupted files on your hard drive due to the incident electricity cut off and empty batteries. I think, reinstalling KSS will not solve your problem. You may need to reinstall Windows XPe, than the KSS. Before that, clone/back up your hard drive, check the hard drive for corupted files, repair them. Due to the luck of administration priviligies none of these activities can be performed from the Kuka controller. Pulling out the hard drive and connecting it to personal Pc may be needed how you can prepare the hard drive for the new installation. Be carefull and good luck.

There are companies around selling refurbished kuka components or repair them.
Important: get the component you need with the same article number
As said before you can also check ebay
Before buy enythyng, first give a chance to the hardware you have.
Find a person near you that have personal computer hardware/software installation knowledge.
That person will possibly help you how to reinstall:
1. Windows XPe;
2. Kuka system software
If the robot system components you have are not damaged at least you will start jog the robot.

If you buy other one from ebay maybe you will fall in other problems and you will receive no support how to solve them.
I think it is better to send your KPCed5 to service centres other that Kuka and ask them for help. They will also give you support how to install it back to your robotic system.
In post #25 Gocea recommended to take an image of the hard drive . According to your post #27 you did.
For some tests I would use the cloned one and make the checks as recommended:
- check windows event logs (post #26) or zip the event files then I can check them with Fixevt.exe
- run chkdisk.exe in order to see whether files are corrupted (broken MFT sometimes defrag will help)
- check for viruses
Doing these tests connect your hard drive to your normal computer using usb to ide
