Did you install roboguide as an administrator? Are you running roboguide as an administrator? If you answer no to either of those questions, you WILL have issues.

Is the workcell in it's default location (C:\Users\userName\Documents\My Workcells)? I've had this problem trying to open a workcell from a network drive before.

Are You trying to create a new cell from a robot backup, or from RG default configs?

After searching, I realized that i had this problem after deleting the registry keys from the computer. But the only solution i found at the moment was to format the computer.
Okey. Where are those registry keys located by default? Because I am sure I haven't deleted anything. Maybe that location is read/write protected and that is causing this issue?
Read/write privileges can be changed by the central IT department and since this is a software that is not distributed by IT they have no clue about how their changes might affect Roboguide.

I had the same issue. My solution was;
Go to "Virus and Thread Protection", select "Ransomware protection"
then set "Controlled folder access" switch to "Off"
