I like to switch off the drives. It seems in KUKA we can read only the status of the drive BUt we cannot write directly to that variable $PERI_RDY(Signal declaration “Drives ON”).

why are you trying to turn off drives? what is the purpose?
$PERI_RDY is reading drives enabled status. if you want $PERI_RDY off, just disable drives (that is what X11 signals are all about).
you can switch off drives using pendant: while in T1/T2 just release enabling switch (you can also shut down drive bus from menu Shutdown for example),
while in AUT, click on drives and disable them.
if you want to disable drives using KRL, you must use Auto External and loop back few I/Os then you can do all anything you want...
$PERI_RDY is a read-only system variable. It cannot be written to.
I don't believe there is a KRL command to turn off the drives. Turning off the drives is possible from an external signal source in #EXT mode, by turning off the $DRIVES_OFF input.
