Mapping UOP to flags

I've mapped all of my UOPs to flags; but can't toggle certain signals. *IMSTP, *SFSPD, and Enable stay ON; the flags won't toggle. Start and Production Start stay OFF. I can toggle all the other flags and see the UIs change. Any ideas what I need to change in order to use flags to control the UOP signals? Is this related to my other issue (Program Select Method missing from System/Config screen)?

Thanks. As long as I know the issue is with Roboguide and shouldn't transfer to the actual robot, it's not an issue.
