You can set maximum speed, accel and decel times in controlled start -> maintenance
$param_group[2]

We do not want to make control start and want to change the parameter while program is running.
We know that amplifier will control the motor but there must be some parameter to control the amplifier

After changing some amp parameters, cold start is required...
I don't know about para_group[] ...

In that case when we change the program velocity in TP program how the speed get changed without cold start

Is it possible to have more details about the purpose of your application because changing param_group settings always need a cold start.
The way that we change speed on a 7th axis is first set the maximum speed as described in an earlier reply. Then use a Joint move and set the % from (1-100) just like you do on the robot axis.
