We have a 2 robot XRC cell for mig welding with head-stock tail-stock positioner. Every once in a while the pendant will suddenly show "booting system" but operation will continue. On occasion operation will stop. In either case, reboot is required in order to use the pendant again. We have swapped different pendants and cables and it still happens so the problem must be in the controller. Has anyone seen this before?

Stab in the dark. I have not seen this before during operation without it being a pendant and/or pendant cable. There is either a loss of communication to the pendant or voltage loss.
Voltage loss, I would check the wiring from the CPS-150F at connector CN03 pins 2 and 3. This is 24Vdc going to the pendant. Could be an output power fluctuation from the CPS going back or wiring particularly where it crosses the door.
Communication loss, CN02 on the XCP board. Make sure connector is fully plugged in. Clean off connections. Again this wiring crosses the door.

I have seen this before. 95 is right, could be a bad pendant or pendant cable. I have also seen the shock sensor cable (worn through) and shorting on the robot arm as the robot does an air move. This short is so fast it only pulls the 24 volt down long enough to affect the pendant but not the rest of the cell. I have also seen this caused by a bad XCP01 board.
