the issue you are dealing with is controller hardware and software. the type and size of the robot arm is completely irrelevant here.
in order to move robot and run programs, safety circuit need to be operational - only then you can enable drives etc. the only other possibility is to use StartUp mode (if using T1 mode and logged in). This basically isolates robot system from the cell by bypassing any of the external safety signals. IT also makes it impossible to use robot in automatic mode (AUT or EXT).
local safety still works (EStop and enabling switch on smartPad) but they only have LOCAL effect (robot controller). anything external (PLC, CNC, conveyors etc.- whatever is part of the cell) will of course not be affected if you press.
same thing is with external signals (from the rest of the the cell - PLC, CNC, conveyors etc.), they will have no effect on a robot.
So to make your robot work properly, you need to finish commissioning and setup safety interface between robot and whatever the external devices are.
