No. If you need a monitor to run all the time then you can use a system monitor instead of a program monitor.

The whole reason I wanted to try an Abort monitor in the background is because I get into scenarios where the robot won't abort from a PLC signal. I didn't know if there was anyway out of this.

A system monitor can run all the time in the background, regardless if a program is running or not. When the condition it is monitoring occurs it calls an action program. The action program cannot have motion in it (there is a workaround though). You can read all about it in the manual under Advanced Functions>Condition Monitor.
Personally, I prefer using BG Logic. BG Logic is simple to use and you don't have to worry about re-starting it like you do with a Condition Monitor.
For your specific issue you are trying to abort the robot program from the PLC. That should be very straightforward using the UOP input CSTOPI and setting CSTOPI to abort all in the system config.
