I've recently tried setting up iRVision on an R30iA (A-cabinet) controller through Internet Explorer on a Windows XP machine. When I attempt to go the the iRVision Setup page, I receive the error "HRTL-061: Ethernet Connection Refused". I have the robot and computer on a small isolated network consisting of the robot, the laptop and a router. What might cause the HRTL-061 error in this case?

I don't have iRVision experience, but I would:
1. get rid of the router
2. check IP and Subnet mask settings
3. try patch and cross cable. -
Make sure you're using Internet Explorer version 9 when using iRVision. Also, to expand on bidzej's answer, make sure the robot and PC are on the same subnet but are using different IP addresses (e.g. robot 192.168.1.101, PC 192.168.1.102). Might want to also check that the robot is not setup for the same subnet on both ports (e.g. for a 255.255.255.0 subnet mask: 192.168.1.X on both ports).
Crossover cable is not necessary with R-30iA. You should be able to connect a standard ethernet cable directly from the PC to the robot.

I set up a new VM with IE9 and checked that subnet masks/IP address all work together. Here's a quick summary of how the network is now set up:
ROBOT:
IP: 10.0.0.2
Subnet Mask: 255.0.0.0VM:
IP: 10.0.0.1
Subnet Mask: 255.0.0.0The PC and robot are connected directly through a regular ethernet cable. I can load most pages on the robot just fine (such as those detailing current program states, error history, etc.). When I first clicked the "Vision Setup" link, I was prompted to install the ActiveX plugin, which went smoothly. I then cycled power on the robot (just in case) and restarted IE. Upon clicking the "Vision Setup" link again, the new IE window stated that vision login was unsuccessful, and the robot gave the same error (HRTL-061 Ethernet Connection Refused). Everything else seems to work but the vision software, is there some additional configuration I need to check on the controller before logging in to the vision setup pages from a PC?
Edit:
Occasionally the popup window that opens when I click the "Vision Setup" link wil open to a page that says "Copying Files \n Please Wait..." with a button below labelled BMPFILE.GIF. -
Did you have installed the "VISCTRLS" (vision controls) on VM? if you dont have this installed you are not able to go into vision setup,
You'll need those files, if you have the software of your robot on USB or PCMCIA, plug to the robot then try to connect, your PC will get VISCTRLS from robot.
Hope it works.

Did you have installed the "VISCTRLS" (vision controls) on VM?
I grabbed visctrls.exe from the robot when I tried to connect the first time, which seemed to install properly -- are these what you're referring to? Or am I missing something else? -
I finally got it working in a rather hackish manner. No version of IE in any OS I could get my hands on would work properly, so I decided to give it a shot using the IE Tab extension for Google Chrome - somehow, this worked. Thanks for the tips about the network setup though, those really helped a lot.

I found this post when searching for the fix for the same problem that the original poster asked about.
When using Windows 8 with and older off the network laptop with I/E 9 I had the same issues.
Trying many things but nothing seemed to help.
Finally put I/E into "Compatibility Mode" and the page loads every time.I hope this may help someone out of jam some time.

Also the one thing that gets most people is this. Use IE 32 bit, not IE 64 bit
