As far as I know it is a paid option. So if you did not buy it it will not be available.
Btw. Isn't TIA Siemens?

Yes it's Siemens, but I think the mxAutomation is provided by KUKA.
Earlier (few years ago) the mxAutomation library was present in this folder. There is only a CODESYS mxAutomation library in this folder now.
I think we buy the robot with the same options.
Well if you bought it why dont you install it with WorkVisual? If the setup is lost and the package is licensed for 8.7 contact KUKA support. Usually they will provide a download link.

Actually they provided me with a download link to a TIA project called mxA3_3_1_via_UDP_unknown. But it's a project from a KUKA workshop, and I get a lot of compiler errors. :-/
It seems to be working now. I found a TIA17 project with mx ver 3.3 on the KUKA website, and upgraded to TIA18!
The PLC library you will find on the USB-Pendrive. That KUKA send you, if you order the mxAutomation.
-> Or you wirte a short email to customerservice@kuka.com
KUKA changed the way to provide example projects. You will find the example projects now in the KUKA Xpert: https://xpert.kuka.com/ID/GC462
