The teach pendant is waiting for communication from the controller.
If the Enable LED is ON, then it's likely the teach pendant or connection. If not, then the controller is not booting up to the point where it communicates with the teach pendant.
Which model controller is it? The more specific and detailed your questions are, the better the response.
