PULSE is an I/O instructions, simply it will turn on a signal for a certain amount of time.
PULSE OT xx T=1.00
will mantain your output signal ON for 1 sec.

Imagine that you have an external tool, for example a mill, and robot holds a workpiece that must be milled. So you can create an external reference point respect to which the robot will move. It will be like your TCP will be based on this external point.
Is the question about the external reference point (external tcp) software option or about the REFP instruction on the 0 key of the pendant and in the INFORM LIST?
The question is about the reference point on the pendent on the inform List
The REFP instruction will have a number after it such as 1, 2, etc. When the reference point is recorded into a job it will have the pulse count location and the active tool. The job will not move to this position unless other instructions are written.
When weaving, reference points 1 and 2 may be used to tell the controller an orientation. In the old days with touchsensing reference points 1, 2, and 3 may be used to tell the controller where the original programmed part was. The instructions would grab the reference point information and move to those positions searching for the part.
