is it possible on a KR C4 controller, to increase/decrease the speed up and speed down button's steps? if possible, how can i change the values. ( just for test phase, not in a running program )

You can change the variable $OV_PRO to change the percentage of your speed.
yes, i know. but im curious how can i change the step range of the speed button from the original 1,3,5,10,30,50,75,100 percent, to 1,5,10,15 etc... is it possible?
The way I did on my program, I wrote following statement on running program;
$OV_PRO=STARTUP_SPEED
$OV_PRO=MIN1_SPEED
$OV_PRO=MIN2_SPEED
$OV_PRO=MAX_SPEED
These items can be stated at config.dat as follows;
SIGNAL STARTUP_SPEED $IN[XX] TO $IN[XX]
SIGNAL MIN1_SPEED $IN[XX] TO $IN[XX]
SIGNAL MIN2_SPEED $IN[XX] TO $IN[XX]
SIGNAL MAX_SPEED $IN[XX] TO $IN[XX]
These speed is controlled by PLC

Not sure if it's the same on the KRC4 as the KRC1 but you can modify Jog OV Steps in the 'Configure --> Jogging' menu from increments of 1% to 1,3,10,30 etc, or KRC\ROBOTER\INIT\MenueKeyKuka.ini : miOVProSteps maybe?
In the file C:\KRC\USER\SmartHMI.User.config you have the possibility to modify and/or insert additional steps for both the Program and Jog Override. Look for the section looking like this;
