You can connect all types of ios with plc. You can do that in ladder editor.

specific I/O are very usefull when a plc is connected to the robot. There are a lot of I/O that you can use, plc can turn servo on, start the robot, set the speed...you can find the complete list of these signals in the documentation called 'Concurrent I/O'.
so what is the difference between external i/os and universal i/os
Universal I/O is what is used in your jobs. These are usually mapped to external I/O in the ladder for communication with other devices. The external I/O addresses are what is actually used when communicating with your PLC (or whatever you're talking to).
For example:
GSTR #20070 = External Input. This actually includes 8 external inputs (20070-20077) which can be turned on and off from the PLC.
GOUT #00040 = Universal Input. This includes 8 universal inputs (IN#0025 - IN#0032) that are triggered by the status of the externals that are mapped to them. These can be used in your jobs.
GSTR #10010 = Universal Outputs OT#0001 - OT#0008. In this case, the universal outputs are used in your jobs to turn on the external outputs.
GOUT #30030 = External Outputs 30030 - 30037. These can be accessed by your PLC.

specific inputs give you information on robot status...for example, you'll get a specific input if robot is running. You can use that information for your application and you don't need to connect things in ladder for specific inputs as some here might say. So check Concurrent I/O and you'll find many stat input signal that you can use in your program.
