I know it's possible read anytime the position with the command "where". Is it possible read the axis speed, and the accel?

"CS7B" so that means you have the V+ operating system & language (which is obsolete technology). I could be wrong, but I am going to say "no".
I looked through my ancient documentation and I did not see anything to address this issue. I don't believe that the V+ systems had the level of sophistication that would give the instantaneous axis speed, much less the instantaneous axis accelerations.
