What is the IO assign to? maybe try changing to another port to eliminate background settings.
It could be new value assigned from background task, PLC or BG logic. Check the Meun->Status->Program
or check the /MD/PRGSTATE.DG

I havent tried the EE personally but we have one used in the factor. You could find notes and diagram in the controller manual (II Connection, 4 PERIPHERAL, 4.5 EE INTERFACE).
The EE connector has 24VF, 3.3kR per RI input, and 0V pins, so 7.27mA max in theory. The blown FS2 is a 3.2A Fuse, it sounds like you have a obvious wiring fault.
As a follow ele engineer, Make sure you
1) correctly identify each connector pin.
2) Didnt solder/ make any short circuit, given the size of the connector
3) have COM1 Jumper on the servo amp correctly set-up.
if so, maybe upload your wiring diagram for peer-review.
I know it has been almost a year, but I found these two Boolean variable changes when override is set to FINE and VFINE
$JCR_GRP[1].$JOG_FINE_MD
$JCR_GRP[1].$JOG_V_FINE
hope it is helpful
