Use I/O and transfer it back and forth between the robots. then use a background logic program to set up different bits of information each input or output means.

More specifically, what communication method? Can I just buy a cable that plugs in form one to the other on the processor, or would I have to do serial and develop the Karel program? And I don't have BGLOGIC

Either PR's or Registers..
As far as i know there is no way to transfer R or PR without TCP/IP. As Robot_Guy said you can simply wire one output from robot 1 to one input in robot B and have come logic that depending on which input is on will do someting. You can setup kind of a binary system with that.
