Having a issue when KRC4 robot freezes and starts up it does not keep its IO state.
Is there a file on the robot to modify to prevent this from happening?

In the config.dat file, if you initialize the value of an output, it will maintain its value after a restart.
Example:
$OUT[1] = *VALUE OF YOUR OUTPUT*
