One set of contacts works as expected - 13/14 on the relay. The other set - 23/24 never closes.

It's an Allen-Bradley GSR DI safety relay. Cat no 440R-D22R2

I have poured over it, and clearly I'm doing something wrong.
When I try to ring out the contacts on the relay, they just don't open and close like I'd expect.
When the relay is not made true - so the output light is off - I have the result I expect at the robot - external E-stop alarm.
When I reset the external e-stop and reset the external relay, the output light comes on, so the relay is happy, the robot goes into alarm about unexpected or invalid configuration of external e-stop.
I have tried multiple connections from the Fanuc EES21/EES2 to safety relay 13/14 and EES11/1 to 23/24 thinking maybe EES21 needed to specifically go to relay 14 instead of 13 for some reason, but I haven't had any luck.
Any help would be greatly appreciated. Starting to pull my hair out over something that feels like it should be simple.

My safety relay doesn't seem to be functioning as I would expect. I would it expect from the documentation that it would work just like a set of relay contacts - so I would expect if I went across 13-14 or 23-24 with a meter I would show them as "closed" when the "output" conditions were satisfied, but that isn't what I'm seeing.
I got the second half of your suggestion working perfectly. estop wired in series with the robot estop. SO now, the robot e-stops will e-stop my external cabinet. BUT I can't seem to get the cabinet e-stops to drive an e-stop to the robot.

Greetings all! First time post, long time lurker. I have a R-30iB controller and an external cabinet containing a MicroLogix PLC, PanelView, Physical E-Stop, Physical Safety Reset button, and a GuardMaster (440R-D22R2 DI) safety relay.
I'm still working on setting up the communication, between the two cabinets over Ethernet/IP, but I really want to tie the E-Stops all together. The e-stop on the external cabinet is wired to the safety relay in the cabinet, as is the Reset button on the cabinet. I'm struggling to get the safety relay to work with the R-30iB.
I think I'd like to connect into the EMGIN block - EES 21/2 and 11/1, but it seems the safety relay doesn't like working like this...
Thought about just going direct to the mushroom E-Stop on the panel, but I'm not sure I'm a fan of that.
Here's the other rub... I'd really like it if when I E-Stop the robot, that puts the safety relay into e-stop as well... Am I asking too much? I only want it all. LOL.
