sorry for the intrusion, I have a similar problem with an old VKRC1 with XS2, we have reinstalled a standard kuka software in the V4.7.1 SP08 version but unfortunately we didn't obtain any progress about the activation of the robot management mode in the $ AUT or $ EXT configurations .
In particular,after re-installing the software we tried with the standard setting and when we move the selector to $ AUT or $ EXT it appears message "OPERATOR PROTECTIONS OPENED" (K5 and K6 are not activated)
When trying to install the software with the variant (E2 - E7), the possibility of operation in $ EXT or $ AUT from the system software is inhibited.
ESC interface in this mode is recognized because the E7 mode is identified when B10 and B11 of the XS2 are short-circuited.
From the wiring diagram for the ESC supplied with the VKRC1 it is clear that there is a difference in the management of the terminal board compared to the standard X11.
We therefore ask you if, to overcome this problem, there are particular software settings on variables or configuration data or there is some hardware device to be implemented.

In "T1-T2" mode there is the following relay configuration:
K21 - K22 -> ON
K1 - K2 -> ON
K3 - K4 -> OFF
K5 - K6 -> OFF
K7 - K8 -> ON
K9 -> ON
K13-> ON
with active dead man
K5 - K6 -> ON
tmpo 2 seconds
K23 - K24 -> ON
The robot is ready for manual handling
with external emergency button K1 and K2 are deactivated
with button "O" deactivates K9.
