If you might have a (Profibus) Dp module installed it might be the bustermination. The symptoms you described sound similar to what I once found out to be a wrong set DP terminationswitch.

The documentation indicates "Internal processing I/O", don't know if there might be any overlap in other I/O mappings.
Never used it before, I would suggest using Registers or the like instead. For using "Always 1"there's Rack 35.

That's good news. I guess you didn't have any options installed since my information indicates you'll loose them performing a Init Start (at least, with the older R-J controllers).
If possible try making an Image of the controller every now and then, this will include all what's on the controller (including options etc.)

Reading a couple of parameter-related topics, among this one, I notice a lot of the answers can be found in the manuals or documentation supplied by Fanuc.
I had about the same questions, sent an e-mail to our Fanuc representative and got all the information I needed.
I have to admit that not all information is in the standard docs, and as standard Japanese companies are not so very keen on handing over all technical info about there creation However so far it has never been a problem getting the right documentation in the right way (from the right source).
Maybe there's a difference in policy about this (we are a Dutch Fanuc integrator thus dealing with Fanuc BeNeLux) but anyway.
