Does anyone know the part number of this switch and whether it's an abb # or a miller #? This unit wraps around the positive cable from the welding power source and makes up a circuit feeding back to the pib board when an arc has been established.

It will be a spare part supplied by the welding equipment manufacturer, Miller in your case. It is a reed switch mounted on a PCB and is pretty reliable. You can test if it is switching by connecting a multimeter (set for continuity/Ohms) and putting a magnet near it. It has various names, ESAB/Murex call it a current sensing switch.
If the reed switch has failed, I would look for a replacement from an electronics supplier and solder it in yourself.Example: http://www.digikey.com/catalog/en/par…23-series/13259
