What variable or signals can I use to detect that the robot has powered up? I want to turn on a signal (and leave it ON) as long as the robot is powered on.

where do you want to use this signal, what do you need it for? there are many ways to do it, which one is the best to use depends on your application.
one of these ways is to create a simple program which is executed on hot/cold start (you can force the controller to launch the program on hot and cold start in SYSTEM - CONFIG menu).
the program should be just:
remember to clear motion group mask and set IGNORE PAUSE parameter to TRUE in Details section for this program.
I have external solenoid valves on the robot and one of them controls the quick tool changer. I wanted to keep the tool attached all the time.
Forgot to mention Friday that someone else had posted about this, which solved my problem. It is basically your same example, except my signal is always turned off (in case there is a power failure) and is kept that way using background logic.
