Goal : send my program with ftp without using USB

Problem : I am using ethernet to connect my fanuc machine and it's work like a charm, but I dont know why I can't set the ftp
this is in common, and port 8193 is working, can connect via cnc display function
the error from filezilla
Status: Waiting to retry...
Status: Connecting to 192.168.0.115:21...
Status: Connection attempt failed with "ECONNREFUSED - Connection refused by server".
Error: Could not connect to server
