"Weld grinding" covers a wide range of possibilities. What exactly are you trying to accomplish?
Why a Cobot? A "normal" robot would be simpler in a lot of ways.

Just looking for a robot that can metal finish. Grand off welds.

Okay, but grind off how? What accuracy do you need? How are you measuring when the grinding is enough? Does the robot need force compliance? Or does it need to do seam tracking? How "smart" does the process need to be?
On the low end, a simple grinder with a PushCorp selective-force pneumatic spring-compliance on any old robot could work. At the high end, you might need 6-DOF Force-Torque control with high-speed dynamic feedback, 3D vision, and line tracking. That's a span of over $100k, easily.
