How to disable the feature of vibration when the teach pendent is restarting ?

If you are referring to a Teach Pendant with Haptic feedback, then go MENU->SETUP->Haptic and disable the vibrations for SYST-026 in the "System Configured Alarms"-section.
If you are referring to the Tablet TP, then since this is an Android tablet, you will have to disable the vibration in the tablets native settings.
