Seen as you haven't provided ANY information regarding your code, then there's nothing that can be advised except for:
- If transforming, then of course it won't move, as it's already there.
- If using joint values and the code is correct, then you will always achieve the rotation.
But without ANY information and just by the code you have provided, scares me......
