isn't it just a system variable? Maybe it's using this variable in the background, but that's all it talks about in this document.

That would simply be a Fixed Tool setup, would it not? That's available in the same menu tree where the normal TCPs are taught.

if you want to rotate about some axis, you need to create suitable frame. normally that would be tool or base frame. in this case create second TCP (define another tool)
