Is it possible to export the safety configuration from the robot project using wvsr.exe. If not, is there a way to automate this process? It's one thing to click through it for individual cases, but with an array of 60 robots, it's a real time wasting.

command line gives very basic information and i am not aware of any documentation on script format.
soo... what is the actual purpose and expectation of this?
one can export safety configuration by opening project, activating controller and using menu File>Export>Export Safety Configuration. this allows using same configuration on another project but the result of export is a binary file so it is not human readable.
if the goal is to produce human readable output, it may be better to print safety configuration.
Both could be automated too if one knows API programming (visual studio or whatever) or scripting (AutoIt).

you can export safety config as xml. That's readable.
Have created a pc program that analyzes the exported xml and shows the complete config in 3D, so I'm sure it's possible.

you are correct, one can change export format. never noticed it before

We use xml data in later modifications of the line, it's a faster than opening, activating project every time we need to check it.
