Does a cylindrical robot with 2 vertical rotary joints (one on base, one on arm) make it articulated?
If so, does removing one of the rotary joints (either base or arm) make it non-articulated?

What you are describing sounds like what is referred to as a SCARA robot in industrial terms:
Now maybe they both articulate in their own ways, but when it comes to industrial robots that is how it is viewed.
