$UI_CONFIG.$ICON_EDIT[1] seems to control the additional command panel while editing TP progs. Out of interest, what does $FLUI_CONFIG.$FORCE do?

It prevents it from trying to force you to go through the new initial setup menus. So it won't show that anymore after you set this variable.
