Is your robot communicating with a PLC?
If so, some rung (typical ladder logic) of logic in the PLC project has a condition causing the rung to be false.
The coil of that rung, when true, causes the robot’s HOLD signal to go on (this is desirable.)
The HOLD signal is UOP I/O input UI[2]
Maybe some piece of equipment in the cell is out of position?
If you just want to move the robot by hand and PLC is giving you issues.
Go to SYSTEM -> CONFIG (I think it's config)
and DISABLE UI signals (one of the options).
Just remember to put it back ON later (if needed)

no the problem is the robot in hold and in siemens screen -i see in robot starts
robot in safety mode i don’t know why

I think the problem is the PLC
Go to the pendant and look at the UOP (UI) To run you need IMSTP and Hold in green
Watch them and start the cycle and see if Hold goes red, if it goes red the problem is in the PLC
