STEP MODE w/ R30 ib Plus Controller

We are using 2 M-20ib robots w/ R30ib plus controllers. We can only enter step mode when Pendant Off or Key Switch in T1. But with the R30 ib controller we can enter step mode in either situation. is there a setting that i am missing?

No, i checked it with two other robots at a different facility. Step mode can be activated normally. The only thing is the variable $EXT_DI_STEP is enabled so that when step mode is active a digital output goes high. I find it odd that all four of these robots on this line has this issue.
