I have task ... I need write to blackboard a sentence with robot. What are my options for creating a program?

it depends on what you need...
if the sentence is always the same, you can use cad to path software to create program from anything (text or image).
If you need to write something that is changing (for example text typed in by user or read from file) you would need slightly different approach, you would need to create font(s).

I need write, such as : "HELLO". You wrote that I need CAD program....I have TopSolid, it is CAD/CAM sw but i understand how does transform XYZ data from CAD or CAM (milling) coorditations to robot. (ex:G1,G2,G3)...I will need some specific program in KRC? -
that is very short and if it is always the same word, just print it out than place printout in front of the robot and use inline form instructions to write contour of each letter.

I advise you to use Rhinoceros 3D ( CAD software )

Unless you have a robust method for exporting a KRL motion program from a CAD file, using CAD is probably not the way you want to go. And even if you do, using a CAD-to-Path process requires very accurate teaching of matching Base frames and TCPs between both the simulated tooling and the real-world hardware.
You should absolutely put some degree of compliance into your drawing tool -- something like a lightweight spring with 10-20mm of travel. A completely rigid tool is likely to end up losing contact, or being smashed against the drawing surface, unless the programming is perfect from the beginning. Also, treating your markers like consumable items and making it easy to replace them in your tool will be the smart way to go.
