in case you don't have robot and safetyPLC configured yet (or when troubleshooting), one can use StartUp mode to bypass safety circuit. This only works in T1 mode and for user with sufficient rights. basically it allows you to test if robot can move, regardless what safety circuit says. Of course, this is not normal way to operate robot and it is only reserved as debugging option or to assist commissioning (move axes so that tool can be mounted etc. - even if cell is not yet configured or safety PLC is down).

Yes, In case of open safety loops, you can not move robot even in T1 mode.
you must select startup mode to give motion in T1.
