Since it is a local variable, it will not exist until the job is started. The controller looks into the header when the job is opened (CALLed, PSTARTed, JUMPed) to determine the type and amount of each local variable. The chunk of memory is then assigned.
If you run your job or INTERLOCK+TEST-START through the job, if locals have been assigned, they will show up. With a Position variable the controller doesn't know what format it is in. The job will have to set up the format (Pulse, Base). You could then if necessary convert the position variable to Robot, Tool, or User.
