I am online robot programmer and looking to expand in creating offline programs. Is robcad the best for this?
As a individual, independent contractor how does a person go about obtaining such software, and the pricing of it.

There are many options for offline programming software. It really depends on what is important to you. Cost vs. capabilities etc. along with user friendliness. Problem is, most of these packages are extremely expensive (as in, $20000-50000). Many also require advanced training to use well, and it's not unusual to need special (and expensive) option packages (bought separately, of course) to get accurate time simulations, or simulate cell PLC control interaction, or to simulate different brands/models of robot...
You might be better served to get your feet wet with something like http://www.robodk.com/, which is less powerful than RobCAD or Process Simulate, but has the advantage of being free, and also has models available for many popular industrial robots.
