I am assuming the laser scanner is hardwired to the robot fence stop circuit and is stopping the robot, is this correct?
Big Frank is right, don't use pause. Pause stops the program but allows the current motion to finish. Instead I would do something like this:
Wait (laser clear)
Pulse (reset) 1sec
Wait 2 sec
Pulse (start) 0.5 sec
Monitor (condition)
End
