yes, you can write them manually, but you have to not forget value part of the declaration i.e.:
CONST robtarget pHome := [[1404.10,1335.32,57.68],[1,0.000483106,4.76137E-06,-2.2697E-05],[-1,1,0,0],[9E+09,9E+09,9E+09,9E+09,9E+09,9E+09]];anyway I think that by writting it manually, you will not write confdata correctly, therefore you will have to use ConfL\Off and ConfJ\Off, to get robot to those targets before modifying them!

You can't use CONST.
In your case is necessary to use VAR or PERS, if you need use CONST the robtarget should be completly filled.
I've always found that If I want to use notepad to type a new point, the best practice is to copy a point from the current program and just modify as needed. This avoids some of the config problems mentioned above.
