do you know if there is way of changing value to a register from the IF panel with the robot   is in start?

yes but if the robot is in PLAY and in START it is not possible to change a register or a integer value,it is possible to change the value in the IF PANEL only if the robot is not in START

You could use the INPUT instruction.  Inform List, Control, Input and have the person enter in the counter value.

So that I could better understand your process, can you please explain why you would want to manually change register values with the robot in PLAY mode and Running. I can fully understand the reason for doing this automatically but cannot seem to understand why you would want to do this manually, except for test purposes.

Don't know what Alex is doing but I use the INPUT instruction.  If the cell is doing piece work and I want 16 parts this time and 30 next time.  I don't want an operator to go into the Variable screen and change the contents box.  I don't want the operator to do anything other than push START.  When the INPUT instruction executes a box opens up on the job content screen on the left where the address is and the operator inputs the value.  They do not need to know what type of variable it is or what address.  I use the MSG instruction right before to show the operator a message on the message line asking them to enter in part quantity.

ok I explain you my problem 
I have a belt(conveyor) that has to turn for a certain adjustable time managed by plc with a register, I want only the possibility' to change this time (register) in play mode and in START, 
for me this is a limit of the IF Panel
