When a hold (either programming pendant or external) is issued, job execution stops.  This doesn't matter if the job has motion or not.

Like Alessandro said if you want a job to run even if the hold is issued, you have to use a system job.  System job is a purchased software option.  The job can not contain motion.  The job can be told to start as soon as the controller is booted up.  No issuing a start signal is needed.
