The limit switch at the base of the robot has tripped and is sitting in the tripped postion, or has gone bad. Under normal conditions, you would have to push the button on the HP board to get motor power, then move it off, or break release JT1 (becareful is is joint 1 so an axis dont fall unexpectedly) and then pusy it off the limit switch. If the switch is not tripped, then it has gone bad. You will either have to change it or jumper it.
