Here is my problem. When i power up robot controller cr1 and cr2 go on and off simultaneously and this also turns plasma display off and on as well. It would appear maybe a short when cr1 and cr2 come on. Please any help on this one is appreciated.

Check the 24v of the robot, perhaps there is a short circuit in the internal or external cables.

I have an ad guru setting with me at the moment. He says, to seperate the robot from the controller and try to power up. If this does not work it could be sereral diferent boards that could cause this problem. eg. 1pb, 9za, 1as, and maybe 1ae/1ge. try the seperation of the robot from the controller first and get back with me.

Cycling power can happen for a couple of different purposes.  First, Check that you have all 3 legs of 3 phase. Check it 1 to 3, 2 to 3, 1 to 2. If you have all 3 legs, then you probably have a short in 24. I agree with separating the controller from the robot. This cuts your troubleshooting in half plus rules out any problem from the robot. Also disconnect any externals... IO, gate circuits etc. Make the controller totally stand alone. If you are still having problems reseat your PCBs. You only need a 9ZA board, 1BP, and 1AE/GE to get the controller to power on and work. Eliminate all others, including the 1AS board. Check to make sure that the batteries have not had issues and leaked across the backplane and traces. This goes the same for the 9ZA board. You have 2 AVRs. AVR 1 gives 24V. Check that it is good. Make sure there is nothing there shorting it, or at the relays on the floor. AVR has 210 going into it, check that. If all is good there check your 12 -12 5V. The check points are noted on the boards.
This is where I would start.
