On an Arc Mate 120iB/10L I have a declination of close to 1.25 inches or 31.75mm is this normal? My TCP is within 1mm of accuracy. I figured this from one end of a 10 foot shell. The shell is level with only an 1/8" from one end being higher than the other. I created a point at one end of the shell saved that position using PR[n]=LPOS added 10' to the x-plane using PR[n]=PR[n]+R[n]. I converted the register in an earlier line to metric.

i dont quite understand your set up, but    you said your shell is level,  is the robot level ? is it parallel to the shell ?
I mean, on a 10' path "straight"  is easy to be off that much
